What can a mortal pc do, and how do I make one? Doctor, lawyer, professor, homeless, criminal, investigator, mother. Mortals are not limited by concepts as some other super naturals are. The first step in any PC creation is...
Concept: Who are you? How old are you? Where are you from? Where do you live? What do you do for a living? For fun? Do you have family? Are you Alone in a strange city? Is being a mortal just a road to become a Consor? A Ghoul? Embraced? Some other super natural state? These questions are going to help define everything else on the Character Sheet. Take a moment to think about it. Here's a listing of some Concepts to get you started.
Detective, Guard, Reporter, Thief, Dancer, Athlete, Bouncer, Bar keeper, Spy, Criminal, Actor, Con-artist, Parent, Teacher, Psychologist, Businessman, Politician, Bookie, Lawyer, Artist, Driver, Reporter, Explorer, Park ranger, Hacker, Student, Insurance investigator, Secretary, Personal assistant, Court clerk, Diplomat, Interpreter, Scholar, Chemist, Astronomer, Biologist, Engineer, Physicist.
Nature and Demeanor: Nature is how you instinctive act, Demeanor is how people around you think you act. They can be similar, identical, widely and vastly different. Examples of nature and demeanors can be found in most the core rules and players guides.
Attributes: You get the normal points for a mortal, kin, ghoul, etc. Remember, a score of 2 is normal, and scores of 5 or 1 are highly discouraged and will require extensive reasoning. Do not be surprised if your asked to change them. While its tempting to be one of the Beautiful People, appearance above 3 is frowned upon unless it fits concept. Even then, the ST has the right to deny it. Only one 4 is allowed in attributes at creation.
Abilities: You have the allotted points to divide between Talents, Skills, and Knowledge's. Only two 4's are allowed in abilities at creation. They MUST fit the concept, and even then, can be denied. Secondary skills are one for one with freebies. These should fit your Concept. Be cautious in combat dots. You are allowed a max of 5 points between brawl, dodge, melee and athletics. Since firearms are not permitted in London, this ability is pretty much banned, so athletics has taken its place. They must fit your concept. Remember, this is England. Weapons are generally banned.
Backgrounds: 5 pts for contacts, allies, resources, influence act. Again they must make sense for the concept. Influences, contacts, and allies for a non-native are capped at 2, and for a native, at 3. An influence of 4 is possible, but rare at creation, and only for natives. Will power (yes, I know its not a background J ) is capped at 4 for most mortals. A will power of 5 must be proven in your character history, and approved by the Mortal ST.
Virtues: Each mortal gets one free dot in Conscience, Self-Control, Courage. Then, you have the same amount of Virtue points as Vampires to spend.
Freebies: Each mortal has 21 freebies to spend. Attributes -5 per dot. Abilities -2 per dot. Advantages -1 per dot.Please make a note on the bottom of the sheet where you spent your freebies.
Merits and Flaws: Should fit the concept, as well as an online chat environment. The ST's maintain the right to deny any merit or flaw. Also should your PC be awakened, embraced, converted into any super natural, the ST of that venue has the right to remove any merits or flaws he/she feels needed. These will be merits and flaws that pertain to mortal living and cannot be kept due to your "elevation" to a new level. Please list page and book of merits. Make life easy on the ST'S.

Law enforcement Pc's: Police concepts may be created and presanctioned, but before the final icon is given, require an approved background by the mortal ST.. Pc's will start as part of the MET. Progression will be allowed after sanctioning and a period of role play at ST discretion. Joining the Law Enforcement division is not a way to get your pc a gun when few others have them. Police do not even really carry guns in London.
